If i wanted to make a commercial that aired on a cable network that was about the greatness of marijuanna?

Would i be able to do this? If money wasnt an object, would this be possible. If I offered to pay a large amount of money to the network would i be able to air a commercial like this? Also in the same respect if i offered a city a very large amount of money would they let me have a crack parade? In both instances no laws are broken as there will not be any actual drugs involved. Just floats that spot light crack and not in a bad way.
