Are minorities which include mainly Muslims being cheated in India?

So many benefits are recently declared for uplift of Backward Minorities in India by Central Govt.and nothing is coming practically implemented due the fact that the state Governments and officials are not interested to make it available to this group. So unless it is implemented through Non Governmental Organisations ( NGOs) of the relevant community nothing will happen other than lapsing of all alloted funds. What you say?
